The Initiative Foundation believes that sustainable change is best accomplished locally, with citizen volunteers working together to address challenges and opportunities in their own hometowns.
Through the Minnesota ICE program, twelve coalitions were developed throughout central Minnesota. These include:

Through the training and assistance process, coalitions developed a core leadership team comprised of volunteers who represent the professional, social and cultural diversity of the county they are located in. Through participation in local visioning and strategic planning processes, each coalition developed a local action plan that incorporates the components of intervention, care and education. Many of the coalitions continue to carry out vital prevention and intervention efforts in order to help build healthy and sustainable communities.
